A letter to the Beardstown council

    This is a copy of a letter I read to the City Council at the meeting on Sept. 19.
    In September 2014, I heard the then-City Attorney for the City of Springfield, Todd Greenbert, give a presentation in which he spoke on Springfield being a home rule unit. He explained that a city must have a population of 25,000 to be a home rule unit, and only a home rule city can mandate services related to public safety or health, such as garbage service, on its residents. This is according to the Illinois Constitution, Article VII, Sections 6 and 7.
